History of the Department of Public Finance

The Department of Public Finance is a graduating department for the training of higher education students in the speciality 072 "Finance, Banking, Insurance and Stock Market" from the first (bachelor's) to the doctoral level. The professional teaching of 38 disciplines assigned to the department is provided by highly professional scientific and pedagogical staff, including 3 Doctors of Sciences and 9 PhD. The department has more than 150 students.

Currently, the Department of Public Finance is headed by Doctor of Economics, Professor, Honoured Worker of Education of Ukraine Nadiia Davydenko.

The department has a long history and began its development as early as the cycle commission of accounting and analysis of the former Irpin Industrial College. The department was founded in September 1996 during the period of the educational institution's development. The department was headed by Petro Melnyk, and his deputies were PhD in Economics, Professor Yurii Liashenko and Mykola Vdovychenko. Since September 1997, PhD in Economics, Professor Oleksandr Dmytrovych Danilov was appointed Head of the Department, and the Department was renamed the Department of Public Finance.

Over the years, the staff of the department has changed, and the department itself gave impetus to the creation of 4 university departments: at the Faculty of Finance and Banking - Financial Management, Banking and Financial Monitoring, Financial Markets and Financial Services, and at the Faculty of Economics and Taxation - the Department of Taxes and Taxation.

Since September 2009, the department has been headed by Doctor of Economics, Professor, Honoured Worker of Science and Technology of Ukraine, State Advisor of the Tax Service of Ukraine of the 111th rank, Liudmyla Tarangul, and the department was renamed the Department of Finance.

Under her leadership, the department trained highly qualified personnel for ministries and financial institutions, who could be employed both in Ukraine and abroad. The following were appointed deputy heads of the departments: Bedrynets M.D., PhD in Economics, Associate Professor - for educational and methodological work, Rippa M.B., PhD in Economics, Associate Professor - for scientific work, Hordey O.D., PhD in Economics, Associate Professor - for educational work.

Department of Finance, 2011

The Department of Finance was the first in the Ukrainian educational space to develop and implement Master's programmes in Corporate Finance and Financial Analytics and Business Process Forecasting, the first Master's programmes to be adapted to the EU requirements and approved under national legislation. The Master's programme in Public Finance Management had its first graduates in 2001, and its graduates are currently working in senior positions in ministries and agencies.

The department has been a graduating department for all years and trains higher education specialists of the 1V accreditation level - bachelors and masters. Due to the change in the subordination of the educational institution - the transition to the Ministry of Finance - it became necessary to update the master's programme. In 2021, the department successfully passed the accreditation of the Master's educational and professional programme "Public Finance Management", guaranteed by Doctor of Economics, Professor Oksana Hordei, and the department was renamed the Department of Public Finance.

In November 2021, Tetiana Koliada, Candidate of Economic Sciences, Associate Professor, Senior Lecturer, was appointed Head of the Department, and her deputies were appointed: Bedrynets M.D., PhD in Economics, Associate Professor - for educational and methodological work, Sokyrko O.S., PhD in Economics, Associate Professor - for scientific work, DovHan L.P., PhD in Economics, Associate Professor - for educational and career guidance work.

Head of the Department of Public Finance Tetiana Koliada, PhD in Economics, Associate Professor (2021 - 2023)

The faculty of the department has developed and published 21 textbooks, all with the stamp of the Ministry of Education and Science of Ukraine, more than 30 monographs and published more than 700 articles in professional journals of Ukraine, more than 30 articles in professional journals of other countries. The department offers postgraduate and doctoral studies in the speciality 08.00.08 - Money, Finance and Credit.

Every year, the department holds scientific conferences for students and teachers, student financial competitions, the winners of which represent the university in other Ukrainian universities. Students have the opportunity to be a member of the department's scientific club "Financier" and participate in student scientific and practical conferences. The department regularly holds meetings with leading scientists and practitioners in the field of taxation and finance in the format of round tables and scientific seminars. The Department has repeatedly won the nomination "Best Department of the University", and has received numerous awards and honours for its successful scientific, educational and methodological work.
