Procurement and Contracting Department
The Procurement and Contracting Department (hereinafter – the Department) is governed by the Regulations on the Procurement and Contract Department of the State Tax University, approved by Order of the State Tax University No. 1085 dated October 26, 2022.
The Department reports directly to the Rector of the University. The structure, staffing, Regulations, and job descriptions of the Department's employees are approved by the Rector in accordance with the established procedure.
The main tasks of the Department are:
- To promote and ensure the effective and rational use of financial and material and technical resources to ensure the smooth functioning of the University.
- Organizing methods that ensure the most efficient use of budget funds by purchasing the highest quality goods, works, and services at the lowest possible prices.
- Conducting a reasonable assessment of the University's needs for purchases using public funds.
- Organizing the selection of the most advantageous supplier of goods, works, or services.
- Planning for the effective and rational use of public funds in accordance with the University's financial plan.
- Exercising control over public procurement and its intended purpose.
- Developing plans and contracts within the department's competence.
- Ensuring occupational health and safety and fire safety in the department.
- Ensuring the timely provision of public information for publication on the web portal of the Authorized Body for Procurement “PROZZORO.”
Performing organizational, planning, control, and information functions within the scope of its assigned responsibilities.
The Procurement and Contracting Department:
- Organizes and coordinates the development, preparation, approval, and amendment of the annual procurement plan for public funds.
- Implements organizational measures for the provision of paid services by the University.
- Monitors compliance by department officials with the requirements of legislative and other regulatory acts on occupational health and safety and fire safety.
- Ensures, within the limits of its authority, compliance with the requirements of legislative and regulatory acts on information confidentiality.
- The Department of Public Procurement and Contractual Work interacts with other structural units of the University in accordance with the established procedure and within the limits of its powers, and involves specialists from relevant units in its work.
