General information
The department was founded in 1999 as part of the Faculty of Economics and Taxation of the Ukrainian Institute of Finance and Economics. The first Head of the Department (1999-2004) was Petro Volodymyrovych Melnyk, Doctor of Economics, Professor, State Advisor of the Tax Service of the 1st rank, Honoured Economist of Ukraine, Member of the Verkhovna Rada of Ukraine of the III convocation. Under the leadership of P. Melnyk, the speciality "Taxation" was opened in 2001. From 2004 to 2006, the Department of Tax Policy and Taxation was headed by Candidate of Economic Sciences, Associate Professor Liliia Novosad. Since 2006, the department was renamed Taxation and Taxation, headed by Candidate of Economic Sciences, Associate Professor Yulia Kovalenko (2006-2009). From 2009 to 2014, the department was again headed by Doctor of Economics, Professor, Member of Parliament of the Verkhovna Rada of Ukraine of the VI convocation, Deputy Chairman of the Committee on Budget Petro Melnyk. under the name of the Department of Taxation and Customs, and in 2016 it was renamed the Department of Tax Policy, which became a structural unit of the Educational and Research Institute of Economics, Taxation and Customs. From 2014 to September 2018, the department was headed by Doctor of Economics, Professor, Honoured Worker of Science and Technology of Ukraine Volodymyr Leonidovych Andrushchenko. From September 2018 to September 2019, the duties of the Head of the Department of Tax Policy were performed by Candidate of Economic Sciences, Associate Professor Yulia Panura. Since September 2019, the Department of Tax Policy has been headed by Doctor of Economics, Professor Volodymyr Osmiatchenko. Since September 2021, the department has been headed by Olha Ivanyshyna, PhD in Economics, Associate Professor. In December 2021, the department was renamed "Fiscal Administration" and became a structural unit of the Faculty of Taxation, Accounting and Audit. In December 2023, the department was renamed "Tax Administration".
Today, the Department of Tax Administration is an educational, scientific and innovative unit that meets the modern challenges of training highly qualified specialists in the tax field who have the latest knowledge of taxation theory and practice. The department is a graduate department and provides training of specialists with higher education of the IV level of accreditation in the following areas:
First bachelor's degree:
- field of knowledge 07 "Management and Administration", speciality 071 "Accounting and Taxation", educational programme "Tax Consulting";
- field of knowledge 07 "Management and Administration", speciality 071 "Accounting and Taxation", study programme "Taxation in the system of state control";
Second master's degree:
- field of knowledge 07 "Management and Administration", speciality 071 "Accounting and Taxation", study programme "Tax Consulting";
- field of knowledge 07 "Management and Administration", speciality 071 "Accounting and Taxation", study programme "International Taxation";
- field of knowledge 07 "Management and Administration", speciality 072 "Finance, Banking and Insurance", study programme "Fiscal Administration" (dual form of education).
Such educational programmes provide the basis for professionalism skills for employees of fiscal authorities, tax consultants, financial experts and analysts, private entrepreneurs, etc. The programmes also provide students with employment opportunities in the following sectors:
- The State Tax Service of Ukraine and its territorial structures;
