On 18 October 2025, the State Tax University hosted a webinar that was part of the international initiative # ErasmusDays2025 initiative and implemented within the Erasmus+ Jean Monnet Module project: «Forming a sustainable interest in EU tax culture through the introduction of educational, scientific and communicative awareness-raising activities aimed at Ukrainian society».
During the webinar, students and other participants learned about the approaches of EU member states to achieving a high level of tax culture. The governments of EU member states are making considerable efforts to ensure a balance between the interests of taxpayers and the authorities. Tax relations between taxpayers and tax authorities in EU countries are characterised by a high level of mutual understanding, professionalism and trust. Lecturers Iryna Prokopenko and Olha Ivanyushyna paid particular attention to the fact that the requirements of tax culture apply equally to both taxpayers and tax collectors: The tax culture of taxpayers boils down to civic loyalty to society and the state, while the tax culture of tax officials boils down to professional and moral compliance in the performance of their official duties.
During the session, there was a discussion and debate on the possibility of using the best practices of EU countries to build partnerships between taxpayers and state authorities and government bodies in Ukraine based on the European model.
