Academic qualifications:
In 2003, he graduated from the Academy of the State Tax Service of Ukraine with a degree in Law. In 2010, he defended his PhD dissertation on "Administrative Liability for Violation of Labour Legislation" and received a PhD degree in Law. He was promoted to associate professor in 2013.
Profile of professional activity
From September 2003 to August 2016, he held the positions of Lecturer, Senior Lecturer, Associate Professor, Head of the Department of Civil Law Disciplines at the National University of the State Tax Service of Ukraine.
From September 2016 to March 2018 - Associate Professor of the Department of Theory and History of State and Law of the National University of Life and Environmental Sciences of Ukraine. Worked at the Institute of Legislation of the Verkhovna Rada of Ukraine.
In April 2018, following a competition for reform experts, he was appointed as a state expert of the expert group on labour relations of the Directorate of Norms and Standards of Decent Work of the Ministry of Social Policy of Ukraine.
From May 2018 to March 2020, he worked as the Head of the Expert Group on Legal Education of the Directorate for Human Rights, Access to Justice and Legal Awareness of the Ministry of Justice of Ukraine. From June 2019 to March 2020, he acted as Director General of the Directorate.
Since 16 January 2023, he has been holding the position of Vice-rector for educational and methodical work of the State Tax University.
Research interests:
Public education policy, legal education reform, labour law, administrative law, educational law.
Awards and honours:
He was awarded the Charter of the Verkhovna Rada of Ukraine (2021). He has been repeatedly awarded with gratitude, charters, diplomas of the Ministry of Education and Science of Ukraine, the Ministry of Justice of Ukraine, the State Fiscal Service of Ukraine, the Kyiv Regional State Administration, the Department of Education and Science of the Kyiv City State Administration and the National University of the State Tax Service of Ukraine..
Public and social activities
He actively participated in working groups on drafting the Concept for the Development of Legal Education, on methodical, organisational and analytical support for the Unified State Qualification Exam in the specialities 081 "Law" and 293 "International Law", on finalising the Terms of Admission to Higher Education Institutions in 2019, 2020 and 2021, on organising and conducting a single professional entrance examination in 2020, 2021 and 2022. He was also a member of the working groups on the development of the National Human Rights Education Programme, on the development of the draft Law of Ukraine "On the Legal Status of Disappeared Persons" and on the review of the quality management system of the Ministry of Justice of Ukraine. He was a member of the Interdepartmental Commission for consideration of issues related to the recognition of persons deprived of their liberty as a result of armed aggression against Ukraine and implementation of measures for their social protection.
He was a member of the professional commission of the Ministry of Education and Science to evaluate the performance of test tasks in eight basic legal disciplines of the Unified Professional Entrance Exam in 2018, 2019 and 2020.

He is the author and co-author of more than 80 scientific and popular science works: 5 collective monographs, more than 10 analytical studies, 20 scientific articles, more than 30 popular science publications in the media, including Ukrayinska Pravda, Dzerkalo Tyzhnia and VOX Ukraine.
Participant in international projects funded by the USAID New Justice Program, EU PRAVO-JUSTICE project, and others.
