Academic qualification:

In 2001, graduated from the Bukovinian State Institute of Finance and Economics with a degree in Finance. In 2006, he defended his PhD thesis on "Corporate Profit Taxation and its Impact on Investment Activity in Market Conditions" and received a PhD in Economics.

Profile of professional activity

In 2001, he worked in the financial department of the Sokyrianskyi District State Administration as a first category specialist of the budget department of the financial department of the Sokyrianskyi District State Administration (he was awarded the 15th rank of civil servant and took the oath).

After gaining experience in the civil service, he moved to research and teaching at the Bukovinian State Institute of Finance and Economics, where he worked as an assistant professor at the Department of Finance and Banking until November 2002.

From November 2002 to March 2012, he held the positions of Assistant, senior lecturer, docent of the Department of Public Finance of the National Academy of the State Tax Service of Ukraine, Senior Research Officer, Head of the Department of the Research Centre for Taxation of the National University of the State Tax Service of Ukraine.

In March 2012, he was appointed Deputy Director for International Relations of the Financial Law Research Institute. Until 17 March 2016, he headed the Research Institute of Financial Law of the State Fiscal Service of Ukraine as Director.

From 18 March 2016 to 15 May 2017, in connection with the reorganization of the Financial Law Research Institute of the State Fiscal Service of Ukraine, he was appointed First Deputy Director of the Institute for Scientific and Organisational Work - Head of the Research Centre for Fiscal Policy of the Research Institute of Fiscal Policy of the University of the State Fiscal Service of Ukraine (Irpin).

Since March 2017, he has been an advisor to the Minister of Finance of Ukraine on a pro bono basis.

From 16 May to 22 June 2017, he worked in the patronage service of the Minister of Finance of Ukraine.

From 23 June 2017 to 25 July 2019, he worked as the Director of the Department for Monitoring Databases and Verification of Payments of the Ministry of Finance of Ukraine.

From 26 July 2019 to 05 August 2020, he worked as Director of the Tax Monitoring Department of the State Tax Service of Ukraine.

From 06 August 2020 to 8 December 2022, he worked as Deputy Director of the Department of Coordination of the Ministry of Finance of Ukraine.

Since 9 December 2022, he has been acting Rector of the State Tax University.

Research interests:

Public finance; taxes and tax policy; investment and innovation activities; depreciation policy; tax incentives for investment activities; competitiveness of the national economy and taxation system.

Awards and honours:

Awarded the badge of the State Tax Administration of Ukraine "For Honour and Service" (2011). He has been repeatedly awarded with letters of thanks, diplomas, and certificates of honour from the State Tax Administration of Ukraine, the National University of the State Tax Service of Ukraine, and other central executive authorities.

Participated in writing 22 research topics commissioned by central executive authorities and other institutions and organisations, including eight topics as a supervisor and two topics as a responsible executor.

He actively participated in the working groups on the development of the draft Tax Code of Ukraine, preparation of scientific, practical and educational manuals on reforming the tax and budget system of Ukraine (created by orders of the Ministry of Finance of Ukraine).

He is the author and co-author of more than 150 scientific papers: 3 scientific and practical commentaries to the Budget and Tax Codes as the head of working groups on writing certain sections, 17 collective monographs, 6 textbooks, more than 47 scientific articles published in professional journals.
