General information
The Department of Administrative Law, Procedure and Customs Security is a structural unit of the Educational and Research Institute of Economic Security and Customs Affairs at the State Tax University.
The Department is headed by Oleksandr Kurinskyi, PhD in Law, practising attorney and Major of Justice (Reserve), who has many years of experience in legal practice and military service in the field of military justice.
The Department provides degree programmes in speciality D8 “Law”:
- “Customs Security” — first (Bachelor’s) level of higher education;
- “Legal Framework for Customs Security” — second (Master’s) level of higher education.

Legal Education with a Specialisation in Customs
Our degree programmes offer a comprehensive legal education combined with advanced training in customs law, customs security, international trade, logistics, export and import operations, foreign economic activity, and the protection of the state’s customs interests.
We train highly qualified legal professionals for the State Customs Service of Ukraine, other public authorities, the legal profession and the private sector, including international trading and logistics companies, exporters and importers, customs brokerage companies, and legal departments of businesses engaged in foreign economic activity.
Our students study not only legislation but also the practical mechanisms of customs control and customs clearance, the export and import of goods, international transportation, customs risk management, and legal support for foreign trade transactions.

Officials of the State Customs Service of Ukraine, attorneys, representatives of businesses engaged in foreign economic activity, exporters and importers, and professionals from logistics and customs brokerage companies also contribute to the educational process.

Cooperation with the State Customs Service of Ukraine
The State Tax University and the State Customs Service of Ukraine have signed a Memorandum of Cooperation, establishing a framework for joint educational, research and practical activities.

- undertake practical training at the State Customs Service of Ukraine and its territorial bodies;
- visit customs offices and learn how their work is organised;
- meet heads and officials of customs authorities;
- participate in off-site classes, professional training sessions, forums and round-table discussions;
- work with practical cases and professional documents;
- become familiar with modern customs control and customs clearance technologies;
- learn directly from practitioners about the professional requirements for future customs officers.
Representatives of the State Customs Service participate in teaching, reviewing and improving the degree programmes, and identifying the professional competencies required by the modern customs system.
This cooperation integrates university education with the practical work of customs authorities and helps students prepare more effectively for their future careers.
Cooperation with Customs Professionals and the Business Community
The customs sector is not limited to public service. It also encompasses international trade, logistics, exports and imports, customs clearance, international transportation, and the legal protection of business interests.
At the initiative of the Department of Administrative Law, Procedure and Customs Security, the State Tax University and the Association of Professional Customs Intermediaries signed a Memorandum of Partnership and Cooperation.

Representatives of the professional community contribute to the development of the degree programmes, practical classes, professional meetings, forums and round-table discussions. They also participate in discussions of current issues related to customs clearance and foreign economic activity.
Cooperation with the State Customs Service, the Association of Professional Customs Intermediaries and the business community enables students to examine customs-related legal relations from the perspectives of the state, businesses, customs intermediaries and legal professionals. This helps them better understand their future profession, meet potential employers and choose their own career path.

International and Research Opportunities
The Department develops international academic cooperation, and its academic staff have experience in international educational and research projects under the DAAD and Erasmus+ programmes, including Jean Monnet activities.
One important outcome of the Department’s international work was the implementation of the Erasmus+ Jean Monnet EU Module “EU Customs Law”, which enabled students and members of the professional community to deepen their knowledge of European Union customs law.
The Department is home to the Promin Student Research Club, which brings together students interested in research.

- explore current issues in administrative and customs law;
