
The Department of Administrative Law, Procedure, and Customs Security at the State Tax University has successfully completed the third year of implementation of the EU Erasmus+ module in the Jean Monnet program “EU Customs Law”.
From 28 October to 26 November 2025, with the support of the Erasmus+ Programme, forty full-time and part-time students specialising in Customs Security, Legal Support of Customs Security, Financial Investigations, and Law Enforcement Activities, as well as three lecturers and a private attorney, completed the 40-hour (1.3 ECTS) course “EU Customs Law.”
The module was developed in cooperation with German partners from the BWZ Münster Education and Research Centre (Germany), particularly Dr. Professor Lothar Gellert. Teaching combined theoretical and practical materials, including case-based learning methods widely applied at BWZ Münster of the Higher Federal School of Public Administration (Finance Department).
On 26 November 2025, all 44 participants successfully passed the final assessment and received certificates confirming the completion of the EU Customs Law module under the Erasmus+ Jean Monnet Programme.
Project Activities Completed in the Third Year
In line with the Grant Agreement (101083978-EUCUSTOMSSTU), on 6 October 2025 the University hosted a round table titled “Implementation of EU Customs Law Norms into the National Legislation of Ukraine within the Framework of European Integration.”
A Programme and a Collection of Round Table Materials (Deliverable 1.3) were published in pdf format, as well as an online German–Ukrainian Glossary of EU Customs Law Terms (Deliverable 1.4).
All planned activities for the 2024–2025 project year were completed successfully and on schedule.
Additional Activities Beyond the Grant Agreement In addition to the mandatory deliverables, the project team implemented several additional initiatives:
- Study Visit to Germany (23–27 June 2025): Students visited the Federal Ministry of Finance and the Higher School of Finance of the State of Brandenburg in Königs Wusterhausen, attended lectures delivered by officials of the Customs Department of the German Ministry of Finance, and participated in an English-language seminar at the Higher School of Finance.
- Media Outreach: An interview with Project Coordinator Iryna Petrova was published in the Ukrainian magazine “Zhinka / Woman” (Issue 8, 2025), covering project achievements, partnership with German institutions, student mobility, and the promotion of European studies.
- Scientific Publications: Several academic articles prepared within the project by Coordinator Iryna Petrova were published in Ukrainian professional journals in 2025, including:
– EU Customs Reform: Experience Useful for Ukraine on the Path to European Integration (Analytical and Comparative Jurisprudence, 2025, No. 3).
– Digital Transformation of EU Customs Law: Dogmatic Challenges and Legal Prospects of the EU Customs Reform (Irpin Law Review, Issue 3(20), 2025).
Project Completion and Continued Impact
- The Erasmus+ Jean Monnet Module “EU Customs Law” (101083978-EUCUSTOMSSTU) was officially completed on 30 November 2025. Nevertheless, its impact will continue, contributing to the modernisation of Ukrainian customs administration and strengthening Ukraine’s European integration pathway.
