On September 16, 2025, as part of the guest international lectures of the Department of Management and Public Administration, a meeting of applicants for higher education studying under the educational and scientific program "Public Administration and Administration" and educational and professional programs "Management of the Hotel and Restaurant Business" and "Project Management", "Regional Management and Self-Government" and "Management of Communications and Business Processes" was held.

An international guest lecture on the topic "European experience of decentralization and public administration: challenges and opportunities for Ukraine" was delivered by Professor of WSG University (Bydgoszcz, Poland) Gennadiy Moskalyk. Mr. Gennadiy also has practical experience  in management and public administration, he worked in the Kremenchuk District Military Administration as a curator of education, health care and culture in 2 city (Kremenchuk and Horishni Plavni) and 10 rural communities of the Kremenchuk district, and before that he headed the Department of Education of Kremenchuk for 20 years, he is currently a full professor at WSG University in Bydgoszcz, Poland.

The lecture considered the main directions and results of European models of decentralization, in particular the experience of Poland, Germany and France. The speaker focused on the key aspects of the Ukrainian decentralization reform, which has been ongoing since 2014, as well as its strategic importance for strengthening local self-government, improving the quality of public services and ensuring sustainable development of communities.

A special place in the speech was occupied by the issues of constitutional changes, the need to overcome institutional resistance on the ground, overcoming inequality between communities and the formation of a culture of active civic participation. Professor Moskalyk also emphasized the importance of developing the professional competencies of local managers and the need for balanced financing of territorial communities.

The event was held online using the Zoom platform, which provided an opportunity for wide involvement of listeners and discussion of topical issues of decentralization in the context of European experience and Ukrainian realities.

The lecture became an excellent example of cooperation that contributes to improving the quality of education and training highly qualified scientific personnel and specialists.

At the end of the meeting, teachers of the Department of Management and Public Administration and higher education students sincerely thanked Mr. Gennadiy for an interesting lecture and invited him to further cooperation.
