The event featured speakers: Anna Mishchenko, Director of the Kyiv School of Pediatrics and Member of the Supervisory Board of the Association of Children's Hospitals of Ukraine; Dmytro Serebrianski, Acting Rector of the State Pedagogical University; Oleksandr Novikov, Head of the NACP in 2020-2024. Oleh Khalaim, President of the Harvard Club of Ukraine, Monitoring and Evaluation Specialist at the World Bank, serviceman of the Armed Forces of Ukraine in 2022-2024; and Oleksiy Kononets, lecturer at the DPU, Monitoring and Evaluation Specialist of the MEASURE Project of the US Department of State, serviceman of the Armed Forces of Ukraine in 2022-2023.
The event discussed a comprehensive approach to solving complex problems, iterating solutions and adapting them to current conditions, as well as the possibilities of building a capable Ukraine in the face of transformational changes and security challenges.
In his speech, the Acting Rector of the DPU noted that Ukraine has become a leader in the development of innovative computer technologies, which is important for the creation and use of the latest programs using artificial intelligence. This contributes to updating approaches to information processing and integration of state institutions into the digital future. He expressed confidence that such achievements are the result of the high level of development of science and education in Ukraine. Ukrainian IT specialists work in top-rated companies or start their own, creating effective programs such as Diia, participating in military developments and adapting their knowledge and experience to wartime challenges, supporting government reform projects.
The Head of the State Tax Administration emphasized that the cooperation of IT specialists with specialists from other industries brings excellent results. The applied methodology is an effective means of anti-corruption control of the tax system and a tool for decision-making and implementation of reforms similar to the Reform Matrix of the Ministry of Finance. Such programs make the system transparent, allowing to process large amounts of information and use the results rationally. He also noted that the administration and staff of the State Tax Administration understand the value of such studies and are open to innovative approaches and cooperation. The acting rector of the State Pedagogical University wished the participants fruitful discussions and motivation.
The issues of iterative adaptation of approaches in Ukraine, monitoring and evaluation in peace and war, and prevention of corruption in such conditions were also considered. The participants discussed the technical aspects of the system and the possible involvement of Harvard professors in future developments, as well as the readiness to invite them for guest lectures and practical participation in projects.
