Recently, the State Tax University hosted a guest lecture on the topic: “Lessons from Singapore for Ukraine’s Post-War Reconstruction: Economic and Legal Aspects.” The lecturer was the Candidate of Philosophical Sciences, a research fellow at the Kennan Institute (Woodrow Wilson Center, Washington) Artem Gergun.

The lecture was attended by higher education students and teachers of the Educational and Scientific Institute of Law of the State Tax University.

Wars often lead to deficit financing, since taxes alone are usually not enough to cover military expenses. The war in Ukraine is no exception.

 During the lecture, various models of deficit financing of military expenses and post-war reconstruction, as well as their advantages and disadvantages, were considered. The lecturer explored the question of what can be done to strengthen Ukraine's economic stability in the face of a reduction or "freezing" of financial assistance from Western countries?

Artem Gergun shared the experience of Singapore, in particular, the application of Keynesian concepts of deferred consumption and limited convertibility of the national currency, which could be taken as a basis by post-war Ukraine.

At the end of the meeting, the students of the NNI Law Institute of Higher Education took an active part in the discussed topics of the lecture. They asked questions and discussed with the guest lecturer. Having received answers to all their questions, the students thanked Mr. Artem for an interesting lecture and expressed their wishes for a new meeting.
