SCIENTIFIC AND PRACTICAL ROUND TABLE
“IMPLEMENTATION OF EU CUSTOMS LAW NORMS INTO THE NATIONAL LEGISLATION OF UKRAINE WITHIN THE FRAMEWORK OF EUROPEAN INTEGRATION”
On October 6, 2025, the Department of Administrative Law, Procedure, and Customs Security held a scientific and practical round table titled “Implementation of EU Customs Law Norms into the National Legislation of Ukraine.”
The event was organized in a hybrid format as part of the EU Erasmus+ Jean Monnet project “EU Customs Law” (101083978-EUCUSTOMSSTU).
The round table gathered a wide range of stakeholders, including representatives of the Ministry of Finance of Ukraine, the State Customs Service of Ukraine, the Association of Customs Brokers of Ukraine, the Ukrainian Chamber of Commerce and Industry, experts in customs law, practitioners, academics, lecturers from Ukrainian and German higher education institutions, Erasmus+ project implementers, and higher education students. The event was held with the support the EU Erasmus+ Programme.
A total of 79 participants took part in the event (54 online and 25 onsite), including 78 participants from Ukraine and one from Germany - Dr. Lothar Gellert, Professor at the Federal University of Applied Administrative Sciences in the Field of Finance (Münster, Germany).

Pashko (Deputy Head of the Ministry of Finance Working Group on the Draft of the New Customs Code of Ukraine), and others.
Discussion Highlights
The main focus of the discussion was the current state of Ukraine’s customs legislation and the amendments to the Customs Code aimed at harmonization with the EU Customs Code.
Participants discussed the key challenges in aligning Ukrainian customs law with the EU acquis, analyzed Ukraine’s progress in fulfilling its European integration commitments, and reviewed the European Commission’s recommendations following the screening meetings on Chapter 29 “Customs Union.”
Special attention was given to the launch of the Ministry of Finance Working Group tasked with developing a new Customs Code of Ukraine.
All interested participants were invited by P. Pashko to join the online session of the Working Group on October 7, 2025.
The round table became a platform for exchanging ideas and practices that will contribute to building business confidence in the customs service and a conscious attitude towards the implementation of EU customs law standards in national customs legislation. All participants received certificates!
We would like to thank the participants of the round table for their active participation in the work and discussions, and for their belief that Ukraine and the new Ukrainian customs service, with the cooperation and assistance of partners, will become a modern state body with European infrastructure and fast and convenient services for international trade and business.
