The aim of the project is to enhance the existing curriculum "Customs Security" as part of the education of first-level (bachelor's degree) students at the State Tax University, enabling future customs professionals to gain professional competencies in EU customs law and acquire practical skills applicable at the national level.
This project will help increase the number of qualified experts in Ukraine in protecting customs interests, who will have profound knowledge of EU customs legislation, including international conventions and the EU Customs Code. It will promote the implementation of EU customs standards and the harmonization of customs rules in Ukraine, improve customs risk management procedures, further develop effective cooperation between Ukraine and the EU, and facilitate dialogue between customs authorities, not only strengthening Ukraine's integration potential with the EU but also accelerating positive changes in the country and helping overcome stagnation in the customs sphere.
The main objective of the "EU Customs Law" project is to prepare Ukrainian customs professionals to meet the requirements of the Association Agreement between Ukraine and the EU, international conventions, and joint EU-Ukraine programs, as well as to promote EU experience in customs personnel training.
Tasks:
- Development and creation of the "EU Customs Law" Module, taking into account the experience of teaching this module to higher education students in the financial/customs sphere at the Higher Federal School of Public Administration of the Educational and Scientific Center of the Federal Financial Management (Münster, Germany) under the General Customs Directorate, and its implementation in the process of preparing bachelor's students in the "Customs Security" curriculum at the State Tax University.
- Preparation of publicly available educational materials, ongoing and final assessment activities, video lectures for the "EU Customs Law" module.
- Organization of a roundtable discussion on the topic: "Implementation of EU customs law norms into Ukrainian national legislation within European integration."
- Preparation and dissemination of an Online Glossary of EU customs law terms (German-Ukrainian).
- Development of a module page on the Moodle distance learning platform with access provided to higher education students.
- Dissemination of information, announcements, and events occurring within the project on the official University website and department page, on social media platforms, as well as through collaboration with the media.
- Upon completion of the project, review of the existing "Customs Security" curriculum with the aim of incorporating this module into the "Customs Law" educational discipline program.
Expected Project Outcomes:
- Formation of necessary knowledge among higher education students regarding EU Customs Law, the EU Customs Code, EU Conventions, and the Association Agreement between Ukraine and the EU.
- Acquisition of required competencies for safeguarding the state's customs interests, adapting them to the new application conditions.
- Ability to comprehend EU customs authorities and EU institutions shaping customs policy.
- Adaptation to the new requirements of the European labor market and competitiveness.
- Promotion of professional growth in the customs sphere.
- The project will have a long-term impact as it will continue beyond the cessation of grant support.
