On 27.10.2023, the Department of Fiscal Administration of the State Tax University hosted a presentation of the European Union Project: Jean Monnet Module "Formation of a sustainable interest in the EU tax culture through the introduction of educational, scientific and communicative awareness-raising activities, which will orient Ukrainian society toward" by the project executors - teachers of the Department of Fiscal Administration. Prokopenko I.A. (Project Manager) and Ivanyshyna O.S. (Project Leader) shared their experience in writing the Project, which received funding from the EU in October 2023, and acquainted the staff of the department with the objectives of the Project and the expected results of the Project.
Project objective:
The Jean Monnet Module "Formation of a sustainable interest in the EU tax culture through the introduction of educational, scientific and communicative awareness-raising activities, which will orient Ukrainian society toward" (hereinafter - the Project) is aimed at forming a sustainable interest in taxation and tax culture of the EU countries among taxpayers and representatives of public authorities and governments of Ukraine through the introduction of a system of educational, scientific, communicative and informational and educational activities that will orientate Ukrainian society towards European standards and values in the field of taxation and tax culture and will contribute to the formation of consciousness
Project objectives:
- To stimulate excellence in teaching and research in the field of taxation and tax culture in the EU countries through university courses in the framework of bachelor's, master's and advanced training programmes.
- To develop new competencies of university students and participants of the Project courses, who will generate new knowledge and become agents of change: in the field of taxation and development of tax culture in Ukraine; in establishing mutually beneficial partnerships between taxpayers and authorities in accordance with European standards and will be able to work in joint projects with European partners to implement tax policy in the context of constant changes and realities of today.
- To facilitate Ukraine's rapprochement with the EU in line with the objectives of the EU-Ukraine Association Agreement in terms of implementing EU standards and best practices in the field of taxation and tax compliance culture by improving the tax system of Ukraine and increasing the level of voluntary tax payment by improving partnerships between taxpayers and authorities.
- To facilitate a dialogue in Ukrainian society between: students, postgraduates, professors of Ukrainian universities; representatives of public authorities that formulate tax policy (Ministry of Finance, State Tax Service); representatives of NGOs dealing with taxation issues (Association of Taxpayers of Ukraine (hereinafter - ATU), Union of Tax Advisers of Ukraine (hereinafter - UTAU); representatives of civil society and the media on the dissemination and implementation of best tax practices and traditions of tax culture in Ukraine that exist in the EU.
Expected results of the project.
- Development of curricula for the Jean Monnet module "Formation of a sustainable interest in the EU tax culture through the introduction of educational, scientific and communicative awareness-raising activities, which will orient Ukrainian society toward":
- the course "Taxation and the EU Common Tax Policy" (for the training of applicants for higher education of the second (master's) level);
- the course "Taxation of the EU countries" (for the preparation of first (bachelor's) level higher education students);
- course "European Approaches to Taxation and Tax Culture of EU Countries" (for employees of the State Tax Service and its regional offices).
- Teaching courses of the Jean Monnet module "Taxation and tax culture of the EU countries: experience for Ukraine".
Teaching courses: "Taxation and Common Tax Policy of the EU" (for the training of higher education students of the second (master's) level), "Tax culture of the EU countries" (for the training of higher education students of the first (bachelor's) level), "European approaches to taxation and tax culture of the EU countries" (for employees of the State Tax Service of Ukraine and its regional divisions).
- Conducting scientific and communication events of the Jean Monnet module "Taxation and tax culture of the EU countries: experience for Ukraine":
- round table "Topical issues of tax culture development in the EU countries: experience for Ukraine";
- round table "Current issues of taxation in the EU countries: experience for Ukraine";
- international scientific and practical conference "Implementation of European approaches to taxation and tax culture in Ukraine";
- Creation of a web page of the Jean Monnet module "Taxation and Tax Culture in the EU: Lessons for Ukraine" on the STS website and filling it with relevant information.
- Publication of five articles in scientific journals.

Project: The Jean Monnet module "Formation of a sustainable interest in the EU tax culture through the introduction of educational, scientific and communicative awareness-raising activities, which will orient Ukrainian society toward" (Grant Agreement No. 101125984 - TIEU) / The Jean Monnet module "Formation of a sustainable interest in the EU tax culture through the introduction of educational, scientific and communicative awareness-raising activities, which will orient Ukrainian society toward" (Project: 101125984 - TIEU - ERASMUS-JMO-2023-HEI-TCH-RSCH) is in line with the objectives and measures set out in the Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their Member States, on the other hand, ratified with the declaration by Law No. 1678-VII of 16.09.2014, namely: Title V "ECONOMIC AND INDUSTRIAL COOPERATION", Chapter 4 "Taxation" and Annex XXVIII to Chapter 4 "Taxation" of Title V "ECONOMIC AND INDUSTRIAL COOPERATION".
The Project executors discussed with the staff of the department a work plan for the preparation of the Project implementation according to the grant agreement 101125984 - TIEU - ERASMUS-JMO-2023-HEI-TCH-RSCH of 25.09.2023
